<p>«The part of expenses is necessary at the end of the year therefore, we keep us the forecast for deficiency hardly more than 1 %» – he has declared.</p>

<p>Budget incomes in the first half of the year have made 5 trillion and 304 billion, expenses are about  4 trillion and 654 billion roubles, Minister of Finance Alexey Kudrin has informed on it at session of presidium of the government. Proficiency of the budget for this period has summed 640,2 billion roubles, the minister has specified.</p>
<p>In the beginning of year Kudrin said that the budget deficit in 2011 can become zero at the mid-annual price for oil $115 for barrel however, the prices after earthquake in Japan have decreased about $100 for barrel.</p>
<p>In the beginning of July prime minister Vladimir Putin recognized that the government has planned deficiency for 2012 for which country presidential elections at a rate of 2,7 % from gross national product are planned.</p>

<p><span id="more-76"></span>One of the leaders of «A Just Russia» &#8211; the vice-speaker of the State Duma and the first secretary of Central Council &#8211; Alexander Babakov declared of his secession from the party, it was informed by Perm information portal &#8220;Sol&#8221;. He intends to enter «All-Russia People’s Front» (ARP) of Vladimir Putin and to take part in primaries in Perm province where the minister of natural resources Yury Trutnev is taking part in the party.</p>
<p>The information has been appeared without a linked source reference. Babakov all at first noon had not been present but also in the glance of the journalists and for his own party. His mobile phone was uncoupled.</p>
<p>At Perm regional department of &#8220;United Russia&#8221; among application forms for participation in primaries lodged until yet Babakov’s application aren&#8217;t present, however lists of candidates in region definitively aren&#8217;t generated up to date. On Monday July 25<sup>th</sup>, the regional coordination council will hold the next session and will confirm final list of candidates.</p>

The quantum processor is the difficult &#8220;chained &#8221; quantum object, which condition we can supervise completely at level of elementary components and which is used for computing problems. It is supposed that the quantum computer can solve some problems incomparably faster the classical.</p>
<p>– Is that possible create the communication devices using a phenomenon chained quantum for interchange information with the speed exceeding a velocity of light? Whether allows chained quantum to gives the information using without classical communication channels?</p>

			<content:encoded><![CDATA[<p>12th of July, 2011. Some 10 or so authors, mostly writers, sent search engine Yandex, biggest in Russia and Russian speaking infosphere, a letter. It “appeals to the leadership of the company &#8220;Yandex&#8221; with a request to join the campaign for the protection of copyrights in RuNet.”<span id="more-27"></span></p>
<p>It encourages Yandex to take example from Google, world’s biggest search engine, stating that “successfully used international practices to combat the proliferation of unlicensed pirate resource content is removal of pirate websites from the search pages, based on statements by the copyright holder. This mechanism is used today by «Google»”.</p>
<p>The letter stirred some emotion in the blogging society as usual do any moves to fight piracy or to relieve norms restricting free exchange of information. Some two hundred posts were put down the thread, discussing topics like Russian legal state of copyrights, personalities of those signed as well as their literary skills and masterpieces published (and copyrighted, if it matters).</p>

			<content:encoded><![CDATA[<p>Russian prosecutors have appealed against a decision by a French  court to release two luxury yachts allegedly belonging to fugitive  Russian tycoon Boris Berezovsky, the Prosecutor General&#8217;s Office said on  Monday.</p>
<p>The French appeals court <a href="http://en.rian.ru/world/20110614/164611240.html" target="_blank">canceled a previous court decision to seize the yachts earlier this month</a>.<span id="more-18"></span></p>
<p>The yachts were seized at the request of Russian prosecutors in  February off the resort town of Antibes in the French Riviera, where  Berezovsky has a mansion. The seizure was part of an ongoing criminal  investigation against the Russian oligarch, who has been in self-exile  in London since 2000. Berezovsky has denied that the yachts belong to  him.</p>
<p>A Russian-owned British-based company appealed against the seizure,  saying that it bought the yachts two years ago, and its appeal was  satisfied by the French court.</p>
<p>The total cost of the seized yachts, one of which is the  50-meter-long ThunderB, is estimated to reach 14 million euros (over $20  million), Le Parisien newspaper has estimated.</p>
<p>Over a dozen criminal probes have been launched in Russia against  Berezovsky, a one-time close associate of the late president Boris  Yeltsin, including on charges of plotting to stage a coup and embezzling  $13 million from a leading Russian bank.</p>
<p>Russia has issued multiple warrants for Berezovsky&#8217;s arrest and has repeatedly demanded his extradition from Britain.</p>

<p>The plane en route from Moscow to Petrozavodsk crash landed on a   highway one kilometer (0.6 miles) away from the airport, where it was  scheduled  to land at 0.04 Moscow time on Tuesday (20.04 GMT Monday).<span id="more-10"></span></p>
<p>&#8220;There were 43 passengers, including eight children, on board of the  aircraft and five crew members.  According to preliminary information  many of them died,&#8221; Markin said but did not  specify the number of  casualties.</p>
<p>A spokeswoman for the local Emergencies  Ministry&#8217;s department said  that eight people, including a child, survived in the  crash and were  taken to three nearby hospitals.</p>
<p>&#8220;There are killed and  injured. We are trying to establish how many people were killed in the crash,&#8221;  Oksana Semyonova said.</p>
<p>Irina  Adrianova, a spokeswoman for the Russian  Emergencies Ministry, said  earlier that five people, including a child, were  badly injured in the  crash and were immediately rushed to a nearby  hospital.</p>
<p>She said, the body of the plane fell apart and a fire erupted after  it crash landed on the highway.</p>
<p>A Russian Emergencies Ministry&#8217;s Il-76  aircraft with rescuers and  psychologists on board is scheduled to take off from  Moscow at 3.00 on  Tuesday (23.00 GMT Monday) to Petrozavodsk, she added.</p>

<p><strong>First, the facts</strong></p>
<p>First and foremost, the need for a responsible media to report the  facts and not create panic so as to sell copies. In its infinite wisdom  the international media has allowed itself to get into a situation where  many of the material that is written is by trainee journalists (unpaid)  who get a contract if and when they uncover something spicy.</p>
<p>And by spicy, I mean sexed up. However the result of irresponsible  finger-pointing we saw in Germany, when the outbreak started,  occasioning a loss of 200 million Euro a week for Spain&#8217;s farmers. What  are the facts?</p>
<p>The facts are that a small percentage of those infected with the new  strain of E.coli are hospitalised (5%) and of these, 3 to 5% die. While  E.coli and human beings co-exist happily most of the time (it is a  bacteria present in the intestines of mammals, including humans), the  complication happens when different strains occur. Among these in this  case is EHEC (Entero-haemorrhagic E.coli) and from this, shigatoxins or  veracitotoxins can be produced and these can lead to a complication with  haemorrhagic symptoms called HUS (haemo-uremic syndrome) as the  infection spreads through the body affecting organs and the blood  vessels. These are the more severe cases, and are a very small minority  of those infected.</p>
